(“AMS”) is an aviation consulting firm offering a unique blend of consulting services to the global aviation market. The background of our management, staff and associates provides a solid foundation of knowledge and experience allowing AMS to offer our clients both insightful and informative advice and counsel. Our company’s focus is to assist clients with a variety of aviation services to meet their unique needs and requirements. Our goal is to offer our clients the support necessary to make informed decisions.

Our experience working with management companies, charter operators, the financial and legal community, aircraft and engine manufactures, and industry service sectors, enables AMS to offer our clients a wide range of disciplines. Our activities are designed to cooperate rather than compete with aircraft dealers/brokers, fixed base operators, aircraft charter and management/service organizations. We work in concert with them on our client’s behalf.

Our team’s disciplines are based on the strength of our management, administrative, finance, technical and operational background and experience. The services we offer focus on providing management solutions, process management, aircraft technical and market evaluations, business and operational audits. In particular, we support the needs of clients acquiring aircraft.

As a dedicated consumer advocate, the company’s sole source of business is derived from fee-based management consulting services. We do not accept fees or commissions from third parties.

Bill Quinn is the Founder, President and CEO of Aviation Management Systems, Inc. He has been providing management, technical, operational, and asset based consulting services to aircraft owners and operators as well as the aviation, financial, insurance and legal communities for more than 40 years.

Bill is considered by many to be one of the leading experts in the business aviation industry. He is a frequent speaker at industry related conferences and has written a number of articles on the value of aircraft as collateral and the relative impact that aging aircraft and regulatory changes have on the market value of aircraft. He is an Accredited Senior Appraiser with the American Society of Appraisers.

He serves as Chairman of the Board for AMS and sits on the board for SAI Valuations. Bill has served on the boards of the National Aircraft Finance Association (NAFA) and National Aircraft Resale Association (NARA). He chaired NARA’s Associate Member Advisory Council and served on the NARA Board as a member at large. He is also a member in good standing of the NBAA, EBAA, ISTAT, American Society of Appraisers, New England Helicopter Council, Business Aviation Professionals of New England and the AOPA.

Bill holds an Airline Transport Pilot license for both fixed and rotary wing aircraft with type ratings in both business jets and helicopters. He has more than 6, 000 hours of flying experience, including international operations in the Far East and Europe.


Lewis "Chan" Conrad

Lewis “Chan” Conrad, Technical Consultant

 

Chan joined AMS in 1987 as a technical and operations consultant. He brings an extensive background in aircraft operations and management to the AMS team. His 35 years of experience have been instrumental in guiding the company’s technical and operational consulting activities.

During his aviation career, he has directed the maintenance departments of several corporate flight operations, aircraft charter operations and two airline operations. He has an extensive background in scheduling and maintenance and has managed the construction of several commercial aircraft hangar facilities. He also has a proven record of accomplishment and background in FAR Part 91, 121 and 135 operations. He has worked closely with senior management on various litigation related projects and supports the operations aspects of our business by conducting aircraft and records audits for aircraft evaluation and valuation projects. He is rated as an Airline Transport Pilot. His aircraft type ratings are HFB320, CE500 AND CE560XL; he has logged more than 11, 500 hours and is current and qualified in the Cessna Citation 500 series. He is also a licensed Airframe and Power-plant Technician with inspection authorization.

His aviation career began in 1964 with the United States Air Force. In 1969, he earned his Airframe and Power plant license from the Spartan School of Aeronautics in Tulsa, Oklahoma.

Harry Schlegelmilch, Technical Consultant

 

Mr. Schlegelmilch is a Senior Technical Consultant and has been employed in various capacities by Aviation Management Systems, Inc. (“AMS”) since 2011. In his role as a technical and operations consultant at AMS he brings an extensive background in aircraft management, technical and operational expertise to the AMS team. His proven track record and more than forty years of experience have been instrumental in guiding the company’s technical and operational consulting activities for the last three years.

Harry’s earned his Federal Aviation Administration (“FAA”) Airframe & Power-plant license (A&P License”) from the East Coast Aero Tech in Bedford, MA in 1975 and he began his professional career that same year with a flight school. He joined Jenny Beechcraft in Bedford, MA in 1980 where he served as an aviation technician working on avionics fabrication and installations on various aircraft. In 1982 he joined Beechcraft East in Bedford, MA as an aircraft maintenance technician and inspector. It was here that he began to develop a working knowledge of both FAR Part 135 and 141 operations.

In 1987 Jet Aviation recruited him as a corporate aircraft maintenance and repair technician working on Cessna, Falcon, Beechcraft and Bombardier products. In his capacity at Jet Aviation Harry became familiar with FAR Part 135 operations and worked on various different business jets and helicopters. He was also assigned by Jet aviation to be a Crew Chief on a corporately managed Falcon 50.

In 1990 Liberty Mutual, which was one of Jet Aviation’s managed clients, decided to take the management of their aircraft internally. Harry was recruited by Liberty Mutual as a Maintenance Manager. The company’s flight department grew from two to five aircraft and Harry was responsible for the planning and supervision of multiple aircraft purchases and the management of several remote operations. He eventually left Liberty Mutual in 2008 to become an independent contractor.

Harry has considerable experience managing and overseeing aircraft pre-purchase inspections and new aircraft acquisitions and completions. He has also been actively involved with the planning and management of maintenance requirements for multiple aircraft fleets and he has performed complex diagnostics of aircraft systems, including: electronic, pneumatic and hydraulic systems. He has extensive background in providing aircraft technical support in a worldwide environment and his background an expertise also includes FAA, OSHA, State and Federal Regulatory compliance, budgeting forecasting and maintenance tracking, Inventory tracking and control, parts purchasing and network software installations and updates. Harry is highly regarded aircraft maintenance professional. He currently holds an FAA Airframe and Powerplant License with an Inspection Authorization.

Hal Stephens, Technical Consultant

Mr. Stephens has been involved with Aviation Management Systems, Inc. for the last ten (10) years. He has more than thirty (30) years of experience in business aviation.

Hal began his career with the Household International Corporation in their Corporate Flight Department as an aircraft technician (circa 1981-1986).

In 1986 he was recruited by the William Wrigley Jr. Company to join their corporate flight department where he spent the next fourteen (14) years of his career. After only two years Hal was promoted to Director of Maintenance and was responsible for a number of Falcon and Gulfstream products.

During his employment with the Wrigley Co. Hal’s responsibilities included budgeting for the entire Wrigley fleet of, recruiting maintenance technicians and scheduling and overseeing outside maintenance. He also traveled as a crew member with the Wrigley aircraft both domestically and internationally which provided him with a wealth of knowledge and experience.

In 2000 Hal relocated to Montreal Canada to start life with his new bride. In June of 2000 Hal began working extensively with Bombardier product line of Business Jets as a consultant. In 2001 took a full-time position with Bombardier. However, after fourteen (14) months Hal decided he would be better suited working in the consulting world.

Hal has extensive experience and background managing and overseeing green aircraft completions, pre-purchase inspections and aircraft audits and surveys. He has also managed numerous large maintenance work packages, aircraft deliveries and various aircraft entry into service projects. He has extensive experience with Bombardier’s Global and Challenger series as well as all the Gulfstream product lines.

In 2005 Hal obtained his Inspection Authorization from the FAA allowing him to return aircraft to service after major repairs or alterations. He also has extensive experience working with mobile maintenance installations involving the installation of electronic flight bags, XM Weather capability and high speed wireless internet applications on various business jet aircraft both domestically and internationally.

Hal has a degree in Aviation Maintenance Technology from Embry-Riddle University, Daytona Beach, Florida. His overall operational experience, combined with a strong background in maintenance, provide him with a distinct and unique understanding of the value of business aircraft and business aviation.
